Bridges was argued before a panel of Judges Jones, Wisdom and Gewin. Fisher v. U.S. District Court for the Southern District of Texas, No. 23,141, a related case, was heard by Judges Jones, Thornberry and Sloan. Judge Jones was to write the opinion and order in each case.

Judge Jones submitted opinions in Bridges and Fisher to the respective panels. In Bridges, Judges Gewin and Wisdom concurred. In Fisher, Judge Thornberry drafted a dissenting opinion and prepared to poll the court for en banc creconsideration. Developments in the district court rendered both cases moot, and none of the three opinions already prepared was filed.
