Dissenting opinion of Judge Wisdom.

Judges Rives and Wisdom were both dissatisfied with the proposed majority opinion of Judge connally. Judge Rives, agreeing with the result, concurred specially. Judge Wisdom circulated a proposal to be substituted for part of the connally opinion, which would have remanded the case to the District Court. Judge Rives considered joining the Wisdom proposal, but in the end adhered to his original special concurrence. Judge Wisdom dissented.
