No. 29,701; 434 F.2d 73 (1971), reh. den. 439 F.2d 788 (1971) Judges Wisdom and Godbold were in agreement to deny the petition for rehearing by a per curiam order. Judge Rives circulated a proposed dissent, and Judge Wisdom in response wrote the opinion to deny. The Rives dissent was withdrawn, as Judge Rives joined the Wisdom opinion.
