No. 74-2922; 519 F.2d 1137 (1975), cert, den., 425 U.S. 972 (1976) Per Curiam. Tending at conference to reverse were Judge Wisdom and Chief Judge Brown, while Judge Coleman favored affirmance. Judge Wisdom reconsidered, deciding to affirm per curiam. Judge Coleman concurred; Chief Judge Brown was not persuaded, and dissented. Includes TLS of Chief Judge Brown on the Wisdom opinion as departing from the tentative conference agreement, and on his own dissent.
