No. 71-2622; 451 F.2d 583 (1971), later appeal 469 F.2d 1067 (1972), on remand 362 F.Supp. 1249 (N.D.Ga.), remanded 487 F.2d 680 (1973) Chief Judge Smith requested informally that the panel clarify its order of October, 1971. Judge Wisdom drafted a response [not in file] as did Judge Clark. That subsequently sent incorporated substantially the Clark proposal. Includes memorandum of Judge Clark on the January, 1972 order to dismiss, and on the history of the case. Also includes TLS of Chief Judge Smith, AL of Judge Clark and TLS of Judge Wisdom on the order of October, 1971 and its subsequent clarification. And includes TLS of Judge Bell referring to the status of the schools in Atlanta.
