In conference Judges Wisdom and Fay were inclined to enforce the order of the Board and Judge Gee inclined to deny its enforcement. Judge Fay, however, came to support the position of Judge Gee, and circulated an opinion so holding. Judge Gee concurred, leaving Judge Wisdom to dissent.
