At conference Judges Wisdom and Cox were inclined to reverse, and Judge Cox was assigned the opinion. Judge Cox then decided in favor of affirmance and circulated a per curiam opinion so to hold. He then again reconsidered, and, joined in his view by Judges Wisdom and Thornberry, redrafted the opinion to reverse.
