No. 26,163; 426 F.2d 833 (1970) In preparing the opinion Judge Wisdom found it difficult to carry out the conference agreement to reverse. He suggested possible holdings other than that of his proposed opinion, but Judges Gewin and Ainsworth were satisfied with the draft as circulated, and it became the court's opinion.
