No. 71-1233; 457 F.2d 418 (1972) Opinion of Judge Coleman. Judge Coleman wrote and circulated a proposed opinion to affirm the District Court. Judge Wisdom suggested that it be modified, and, after Judges Coleman and Simpson agreed, reworked it so to vacate the lower court holding and remand. The order entered on petition for rehearing was authored solely by Judge Wisdom.
