No. 71-3338; 472 F.2d 1010 ( 1973 ) At conference the Judges agreed to deny enforcement of the Board's order and to remand, and Judge Wisdom circulated a proposed opinion to that effect. As suggested by Judge Bootle, though, the opinion was modified simply to set aside the order. Text suggested by Judge Ingraham was not adopted.
