No. 71-1412; 458 F.2d 1139 (1971), cert. den. 409 U.S. 948 (1972) Judge Simpson as initiating judge circulated a proposed per curiam Rule 21 opinion to affirm. Judge Coleman concurred. Judge Widsom at first thought that the Rule 21 affirmance would suffice if amended by a short explanation, which he drafted. He then came to feel, however, that a more lengthy opinion was required. This he prepared, Judges Simpson and Coleman concurring. On rehearing, Judges Coleman and Simpson had concurred in a summary denial, when Judge Wisdom, who had doubts as to the original opinion, decided that supplemental briefs should be called. This too, resulted in an opinion.
