No. 75-1842; 549 F. 2d 314, reh. den. 554 F. 2d 1065 (1977) Judge Ingraham circulated a specially concurring opinion, to be filed if a requested change in the Wisdom majority opinion were not made. Judge Wisdom declined to revise the opinion. Judge Ingraham filed a special concurrence, but substituted a new opinion for the one first submitted. Includes TLS of Judge Grooms on the Wisdom opinion.
