Judge Brown was originally scheduled to sit on the panel hearing these appeals but Judge Wisdom substituted for administrative reasons. In respect of Davis v. Board of Commissioners of Mobile County, 364 F.2d 896 (1966), a footnote was added by Chief Judge Tuttle subsequent to comment by Judges Wisdom and Thornberry on the opinion in that case as first proposed. Includes TLS of Judge Brown (bearing holograph revisions of Judge Wisdom) to Judge Wisdom and TL of Judge Wisdom referring to the changed composition of the panel and on supplemental briefing to be requested by the court.
