Per curiam; dissenting opinion of Judge Wisdom, on petition for rehearing.
Judges Rives, Brown, and Wisdom tentatively agreed to affirm and Judge Wisdom circulated an opinion to that effect. Judge Brown concurred. Judge Rives reconsidered, deciding to reverse per curiam if Judge Brown would agree, to dissent if he would not. Judge Brown withdrew his concurrence in the opinion of Judge Wisdom and concurred instead in that of Judge Rives. The proposed majority opinion of Judge Wisdom became a dissent.
On petition for rehearing, the proposed per curiam majority opinion of Judge Rives to deny the petition for rehearing was revised in response to the proposed dissent of Judge Wisdom.
