Opinion of Judge Brown.

At conference the Judges were tentatively agreed to affirm, but Judge Brown subsequently circulated a proposed opinion to reverse and remand. Judge Jones disagreed. Judge Wisdom submitted his views, which Judge Jones adopted. The opinion was reversed several times so to avoid the point in disagreement; the court affirmed in part, and reversed and remanded in part -- a result not satisfactory to Judge Brown.
