Judge Brown circulated a dissent, prompting Judge Hutcheson to circulate in response a specially concurring opinion. Chief Judge RIves suggested an alternative procedure. While the court thought it inappropriate, Judges Brown and Hutcheson did withdraw their separate opinions, and concurred in the opinion of Judge Wisdom.
