Judge Wisdom circulated a proposed opinion in which Judge Brown concurred. Judge Cameron responded with a partial dissent. Judge Wisdom redrafted his opinion, and Judge Brown again noted his concurrence, and went on to suggest certain changes to "soften up" the opinion. These were adopted by Judge Wisdom. The Cameron dissent was revised in response.
