Alternate opinions were drafted and considered in this case: one to enforce the order of the Board in its entirety, and one to deny enforcement in part and to grant enforcement in part. the latter, as revised by Judge Wisdom, became the opinion of the court.

Judge Rives at first intended to dissent, but came to feel that to do so would not be worthwhile, and accordingly concurred.
