Chief Judge Tuttle wrote and circulated an opinion in which Judge Cameron concurred. Judge Wisdom circulated an opinion concurring in part and dissenting in part. Judge Cameron withdrew his original concurrence, and joined in the opinion of Judge Wisdom. Chief Judge Tuttle accordingly revised the opinion of the court and dissented in part.
