Judge Wisdom circulated an opinion to deny enforcement of the Board's order, contrary to the conference agreement of the judges. Judge Hutcheson concurred; Judge Bell then circulated a dissent. Judge Hutcheson his concurrence in the Wisdom opinion and Judge Bell's dissent became the majority opinion.
