Jackson v. Land C.A.No. 18,845. Judges Putnam and Scott initially were of the view that final relief in this case should have been fashioned by Judge Putnam alone, but the subsequent decision in Georgia v. United States, 411 U.S. 526 (1973), required a three judge court. The opinion drafted by Judge Putnam was revised in view of Toney v. White, 488 F.2d 310 (5th Cir. 1973)(en banc) and expanded on the issue of attorney's fees. Includes TLS (2) of Judge Putnam, TL of Judge Wisdom, and TL (bearing ANS) of Judge Scott on the merits, on submission of certain issues to the Attorney General of the United States, and on constitution of a three judge court. Also includes TLS (3) of Judge Putnam and TL of Judge Scott on the appropriate court to give relief. And includes proposed opinion of Judge Putnam; TLS of Judge Putnam on his proposed opinion; and, TLS of Judge Putnam on revision of his opinion in view of Toney v. White.
