Scope and Contents Jackson v. Land C.A.No. 18,845. Judges Putnam and Scott initially were of the view that final relief in this case should have been fashioned by Judge Putnam alone, but the subsequent decision in Georgia v. United States, 411 U.S. 526 (1973), required a three judge court. The opinion drafted by Judge Putnam was revised in view of Toney v.
