Judge Coleman submitted a dissent from the denial of the petition for rehearing, but withdrew it after the Supreme Court denied certiorari in Brewer v. Norfolk School Board, 456 F.2d 943 (4th Cir. 1972). The order was revised also, in view of that case. Includes dissent of Judge Coleman; and, TLS of Judge Simpson on the Coleman dissent and on revision of the court's order.
