Scope and Contents Judge Coleman submitted a dissent from the denial of the petition for rehearing, but withdrew it after the Supreme Court denied certiorari in Brewer v. Norfolk School Board, 456 F.2d 943 (4th Cir. 1972). The order was revised also, in view of that case.
