Coffeeville Consolidated School District No. 74-1160; 513 F.2d 244, reh. den. 520 F.2d 1405 (1975) Judge Coleman circulated a proposed opinion with which Judges Simpson and Wisdom did not entirely agree. Judge Coleman suggested that the opinion be reassigned, and that he would dissent.
