Scope and Contents Judge Wisdom submitted his proposed per curiam opinion on rehearing en banc first to Chief Judge Tuttle and Judges Brown, Thornberry, Goldberg, Ainsworth, Dyer, and Simpson, and, once concurrences had been obtained from these judges, to the entire court. The per curiam was modified to meet suggestions of Judges Brown and Ainsworth, while suggestions of Judge Dyer were not adopted.
