Scope and Contents No. 72-2373; 531 F.2d 224 (1976) Opinion of Chief Judge Brown. Chief Judge Brown circulated a proposed opinion to vacate and remand to the district court. Judges Wisdom and Ainsworth disagreed and requested him to reconsider. He then rewrote the opinion to affirm, and prepared an opinion in which he concurred specially.
